ABSTRACTGlobally, 263 million children of primary and secondary school age are out of the school in 2014. A whopping 21% or 56 million of these children belong to India. The latest household survey data on Social Consumption in India—Education by National Sample Survey Organisation (NSS 71st round, June–July 2014)—make it feasible to gain a deeper understanding of the phenomenon in terms of its incidence and causes across different socio-economic groups. Furthermore, the latest employment and unemployment data by the same organization (NSS 68th round, July 2011–June 2012) are useful to study the economic activities of these educationally deprived children. This paper studies recent pattern of school attendance, drop out and non-enrolment among children of elementary and secondary school-going age of different socio-economic classes, and reasons behind non-enrolment and drop out and their pattern of work participation using latest unit-level data of representative countrywide household surveys on education and employment by NSS. Additionally, it also studies the performance of domestic duties and disability profile of the non-workers among the out of school children. The focus groups of this study are children in the age group of 5–14 and 15–18 years in rural and urban areas. More... »
