ABSTRACT

The EU Treaties mention not less than five times that the EU is committed to the principles of an open society. The article first examines the significance of the term “open society” which was introduced into political discussions by the philosopher Karl Popper. Following that, the practice of the EU institutions, in particular that of the EU Commission and the Council, is examined in the area of access to environmental information.
