ABSTRACT

Though data constraints at the district level are improving over time, there are few studies that have examined the spatial pattern of development in the districts of India. Using a set of nine indicators in three dimensions of human development (health, social and economic), this chapter examines the spatial pattern of development in 640 districts of India. Two composite indices, namely, the District Development Index (DDI) and the Relative Development Index (RDI), are constructed and used to rank the districts according to the level of development. The spatial pattern of development has been assessed using Moran’s I statistics.Results suggest that Indian districts exhibit a positively skewed pattern and high degree of clustering in development. Among 640 districts, the DDI value was lower than 0.43 in 109 districts, between 0.43 and 0.54 in 237 districts, between 0.54 and 0.64 in 185 districts, between 0.64 and 0.74 in 89 districts and more than 0.74 in 20 districts of India. Moran’s I statistics of DDI was 0.83 suggesting high and significant clustering of development in the districts of India. The variations in RDI were large across the states. The clustering in development was found to be intense in the state of Odisha followed by Maharashtra and Karnataka. We suggest that districts with lower DDI value should be accorded high priority in developmental planning within and across the states of India. More... »
