ABSTRACT

Depending upon circumstances, famines may bring about large or small degrees of social change in African pastoralist societies. Relief agencies and government enter into these potentially volatile situations, often without entertaining questions about the possible consequences. They should look closely at the immediate and background causes of famine before leaping into immediate solutions which may simply complicate matters in the long term. Indeed, disasters have consistently provided opportunities for the initiation of radical changes in poor societies that enhance development far beyond the normal pre-disaster pace. The Protein-Calorie Advisory Group of the United Nations System (1977) By this time, about four months after the worst of the crisis had past, it would have been impossible for the casual visitor to find any indication that the Mursi had recently experienced one of the worst periods fo food shortage in their history, and the worst in living memory.
