ABSTRACT

In 1971 Imperial Chemical Industries, Ltd. consulted its white-collar employees on the question of staff representation (Kleingartner, 1968). As part of the consultation exercise, ICI asked the Human Resources Centre of the Tavistock Institute to carry out a survey of staff attitudes. It is hoped that the account of the survey in this chapter will contribute to the developing knowledge that social science practitioners and client organizations have of such collaborative projects, including an understanding of each other’s problems. Practitioners seldom report their experiences (see Luke et al., 1973). It is likely that concern for the main objective of the exercise and political considerations divert resources from these longer-term goals. In an attempt to provide evidence on which to base theories of organizational change, this chapter is written by people from both organizations. It sets out the background to the project, the main stages of the consultation exercise, the communication processes, and the conclusions reached by both organizations. More... »
