ABSTRACT

The controversy on the origin of the First World War has not yet come to an end. In its first phase between the two wars it centred on the war-guilt clause of the Treaty of Versailles, as it was formulated in Article 231 and interpreted in the Covering Letter of 16 June 1919. The thesis of this note was that Germany had deliberately unleashed a general war, that the motive of her action was to establish her rule over a subjugated Europe, and that this war was ‘the greatest crime against humanity and the freedom of peoples that any nation, calling itself civilised, has ever consciously committed’.
